Imperial Issue Armgeddon? Please, all that was a well-placed and lucky Tyrrax spawn. 0utbreak has little to be noteworthy about, unlike BoB. I'd say BoB has more ISK damage in kills to its enemy in capitals alone.

0utbreak were never that great, but they're down quite far from when they were at their peak in terms of their skill and image. Right now I'd rate their performance/PvP skill on par with Smashkill and Morsis Mihi ---- way below BoB, certainly.
